I think all might is finally realising that he has pushed so much onto the shoulders of a young teenager. Not just deku, but the whole hero system right now pushes young children so hard to take responsibility for so much. But deku has it the worst. We're just seeing the result of what such an environment can do to a young person. I think this is a great development of the story and deku character.
