I just watched from the raws but it seems silver haired guy is her father. I'm not 100% sure since I cant read Korean.

for me she should go for the blond guy since he was always there for her

Her mother, the Queen, was kidnapped by that silver haired gu, he is the king of the other country, which they have a war. In these two years she was kidnapped, she became pregnant ( it's not told by whom, but I think it was him) and when she fell from the cliff and "died" her people found her and grought her back to her country and she lost the memories of the two sears back there. and the silver haired guy talked about the Queen when he said he had a woman he liked and that she fell off the cliff.
The Queen also told that Pay. I have the manga up until volume 15 so i know my stuff :3
