I mean, some Japanese people do but it's not nearly as common and it's not regularly done at birth. Now that I think about it, I'm pretty sure the translators did the de-censor, and there's a decent chance they're westerners. Not that it even matters, it was just one of those weird "huh" moments I guess, lol.
(really late reply sorry) the person that translated and cleaned this had to photoshop their dicks since they were censored. They took pictures of ones from other series by the same author.
