I must say that it always annoys me a bit when the uke is horny, but waits for the seme to take action. Why can't ukes be the ones to make the move?
Besides that I think this an alright yaoi.

    It really depends on the uke's character. I've read yaoi with dominant ukes. I think Mizuho just likes when Arikawa is the one to take action.

    Oh yeah, and that's fine. When I say "make the move" I don't mean that the uke has to push the seme down (though that is a way too), but that they make clear that they would like to have sex. The uke can just say, "Hey, I would like for the two of us to have sex" make what they want clear.
    Mizuho is asked "is my approach not good enough?" by the seme and he answeres "not really", we, the reader, can of course see that he actually likes the pushiness of the seme, but maybe the seme can't. While they're kissing the seme says that he's "hungry" for the uke, but then backs away to take a shower, he also says "my bad". Which I read as him not wanting to be pushy, because that is what the uke has literally just told him he is and that the approach is bad. The uke while they were kissing was thinking "I can't say it out loud... I want to do it with you", so the uke totally wants to have sex, but he's giving mixed signals to the seme (yes, I'm applying some realism to this) which would be hella confusing for anyone. If the uke could just summon up some courage and say "I like you and want to have sex with you" this problem wouldn't be here. I see many yaoi with this type of uke, and by now I've just gotten a bit tired of miscommunication as a plot-devise in romance/drama.
    But of course you're right, that sometimes it's just the personality of the uke to be submissive.
