That part on chap4 she’s just mumbling herself so I not sure if mizoguchi heard or did not pay attention to it.

I'm confused, does Mizoguchi know that Shioya is dating Satou? If so, does Shioya know that Mizoguchi knows? In chap4 Satou asks Mizoguchi "what is the best way to tell him since you are living together" but Mizoguchi doesn't react to this at all??
