Adele heard about a bill that helps out the lower class so she brings it up to the guy who made it, her boss, but he said there needs to be a parliament member to present it. So she brings a member and finally gets her boss to agree and now they're debating about it in court. Because the prime minister objected it's going to cause a lot of conflict and rumors since the Prince's fiance is the one who proposed it. The prince realizes this and calls Adele into his office and that's where we are now

They mentioned that the prime minister and emperor are at odds, she can't attack the emperor so easily lest she be accused of lese majeste or something. His fiancee is a much easier target. She has also mentioned her distaste for Adele though whether it's because she's a commoner or because the emperor chose his own fiancee instead of someone she presented to him, I'm not sure.
To expand upon why they were trying to get the bill to fly under the radar, they didn't want the snobby lords who had written the first bill to notice. The funds that they were using for the poor was not being allocated properly, was very wasteful, and of little help to said poor. However, this bill not only acknowledges that, but tells them "hey, you morons, I can spend it better!". While that's true and those lords are possibly corrupt, they hold power and this bill insults their pride. It tells them that they are too incompetent to handle this, so Adele and the Vice Minister of Home Affairs drew up a new bill to replace theirs. The Prime Minister can attack Adele without getting her hands dirty by simply raising an objection to get attention on the bill. It is still somewhat of a direct attack that shows her face even if she's not directly attacking Adele and therefore the emperor, so the Vice Minister of Home Affairs remarks that it's strange of her to do so. It's not her style.
