Bcoz if they sacrifice shuli they can gain many things. For ex., Church can be a guide for those who lost their love one thru war, the one who lead the war is Jeremy and the one who start the war to have a revenge. Also, the emperor will take action. That is another best gain for the church. Bcoz it will shows that the emperor is lacking in governance if a war never stop and lead so many lost lives and poverty. It means they will be the next ruler and they can have access in Jeremy's family money and another nobles. It means they want to control the nobles, but in the eye of the poor they are holy.
