I can't put my finger on what makes him ugly per say, it really irks me what the hell is off about it. But I can see him as a cootie patootie personality wise.
To me it seems to be about his face proportions more than anything, something about his face bothers me. I think the artist was trying hard to make him cutesy and it got a little exaggerated
