Wait a second. A SURGERY for extra blushing??? Like..what do you do? Blushing is caused by blood rushing through the capillaries on your cheeks I think. He needs THERAPY to regain some confidence and deal with social anxiety, not SURGERY. Also, no shade to him, but if it were me, having ONE person who was by my side and encouraged me so much for more than 10 years, it wouldn't stay as a complex tbh. Sometimes all you need is ONE person on your side and you can face whatever the world throws at you. That's just what I think.
I wonder what his home life is like...because it's also a parent's job to assure and reassure your children about their insecurities. Maybe his parents aren't that supportive...
I've heard of mixed children in japan feeling like outsiders though. And people who aren't Japanese growing up there since they were little kids - one girl even said that when she aced Japanese language exams and got first after studying hard in middle school, the teacher though complimenting her, unintentionally said it to others that they all should work HARDER if (this person) is beating you all at your own language." And the strangeness that mixed-children face, even in China, especially those who are half black. White blonde kids are still treated with more fascination than anything. There are very interesting interviews on YouTube about them. This is however, a weird premise, but I'll read it because it's cute. But this could get tiresome pretty quickly. Just don't get some random surgery for something that isn't related to your bodily functions but just your anxiety.

    The excessive blushing a condition not necessarily caused by anxiety or lack of confidence and is treated with surgery called Endoscopic thoracic sympathectomy (ETS). Look it up. There was also a Grey’s Anatomy episode about this (S2E03).
