I wouldn't really call it 'fanservice". And, as kmt132 and Nekuchan, pointed out, it's implied to be shounen ai. However, I think the lack of the tag sort of highlights that the possible shounen ai bits aren't the main focus of this anime. I'd say it's an anime about figure skating and the redemption and continued growth of a young competitive male figure skater with the added bonus of watching two men develop a meaningful, complex, natural, possibly romantic relationship. The figure skating scenes are beautiful and well animated and the anime treats the development of male-male romantic relationships and feelings as something natural; not something that needs to be expressly mentioned or a spotlight shined on it because it's two men. It also avoids a lot of the tropes we usually see in yaoi and shounen ai. I highly recommend it.

Surprisingly it's neither! It's a sports anime where character development just happens to include a complex, warm, human relationship between two men. Unlike most yaoi and shounen-ai, when there's a confession... it's no big deal, it's just an evolution of the relationship. There's (imo) a kiss.... but it's less romantic than one of the mc attempting a special kind of jump during competition in a routine. It's a story of an interesting bond and the things that drive / inspire both individuals. Despite not being a romance anime it's probably the most romantic anime I've seen in a really long time?!
It's true that there's no label, dates or kissing; however, it's NOT romance. The main focus is on Yuri's growth as a skater, and his relationship with Victor is more of a side story. It's not a 'pure' shonen-ai, but it contains shonen-ai elements as in you can tell that their relationship isn't merely platonic.
So I'm seeing a lot of Yuri on Ice posts here, is the show shounen-ai or just huge fanservice? I'm a bit interested.
