• Pedophiles may be "attracted" to young boys, young girls, or both. (They also like them sexually)
• Shotacon is the "attraction" to young (or young-looking) boy characters, or media centered around this attraction.
• Lolicon is a genre of fictional media in which young girl characters appear in romantic or sexual contexts.
In conclusion, they're pretty much same. There's no difference. They like kids.
