Idk but it's possible there are creeps everywhere just that whether they get caught or not. Where im from there was a flasher at my school, i was in an all girls' boarding school (not in Japan)
Flashers are quite common, I think. Buying underwear is fine, it’s a kink but stealing used ones, I’ve really only heard in Japan.

ppl taking pics of girl's underwear is such a common problem that all phones purchased in japan make a sound when you take a pic even on silent
and sexual harassment is quite common especially in crowded trains and such
also ppl are either super reserved when it comes to sex or hyper sexual
so i wouldn't be surprised if stealing underwear is common too
It happened all over the place. School I used to attended to had creeps too and mind you it’s religious school. These creeps are the lowest. We had to stacked our wardrobe in one place and it can cover the whole ass window. Those flashers even climb trees, and I did heard someone walking behind our windows. It’s scary. Bless the seniors tried so hard to keep the juniors safe from creepy adults.
And stealing underwears or bras, not that common but it happened. Like typical burglary, rarely but it’s happened.
Yeah I get the flashers and sexual harassment, those are pretty common worldwide, @Marzia and @lyndiane. Taking pictures and stealing underwear are stuff I only hear in Japan.

Just curious, there are many types of perverts but I’ve only heard of underwear-stealing ones in Japan, not just in this series but in others too. Does this also happen in other countries?
