    Technically you're correct, the standardised age of consent in Japan is 13, everywhere in Japan, anything below is considered rape. There are no exceptions to this rule. (Well except that apparently only men can be punished for this, but don't know how true that is)

    However the majority of prefectures (or states) in Japan have an individual implemented a law that actually raises the age of consent to 18 and in some cases 20. This law is quite vague and up to interpretation in different prefectures on what they decide is 'immoral, obscene, and harmful'. Which really could mean just about anything in a relationship..
    It's weird, I don't really understand it enough to explain it...

    There's also some stuff about it meaning that teenage relationship can technically be considered illegal if the parents or policeman choose to interpret their relationship as 'immoral, obscene, and harmful'. And some private schools in Tokyo ban relationships between students in fear of police intervention.
    Some prefectures have promised not to arrest teenagers in romantic relationships though ;)

    I'm not sure about all that stuff though, I'm not an expert on laws (or Japan) and I don't really have too much interest in them. So feel free to correct me if I've made a mistake.
