no he doesn't spy on anyone lmao he's undercover basically his mission is to take down the mercifuls and ross trautvein and all those other gangs by making them basically take each other out without any of the gangs ever finding out that jake is a cia agent if that makes sense.

Benville has some kind of agreemant with Jay. He is also not to secretive with his actions or being seen. That survilliance Van is not exactly suttle... and he clearly uses his contacts with the police. I think its possible the mercifuls are actually initiated and led by the CIA. Would fit the name...

ooh i thought that too but i realised the mercifuls are just another gang bc it has been said by the head of cia herself while having a meeting with jay and ceasar. benille suspects jay already, so that's also a clue that the mercifuls are a real gang and not made by the cia.
