The only explanation I can find for this phenomenon is that the people with this mentality are used to toxic environments themselves and don’t want to acknowledge just how bad it really is.

This couldn't have been more wrong, lol. People have been DRAGGING toxic seems through the mud since the dawn of BL. Kiss me liar, Jinx and etc etc semes are known for being shitty in the BL community and are very much dragged for their behavior.
Yet the ukes of said BLs still receive so much unnecessary hate. Even in Jinx there have been a lot of commenters saying that it’s ok for JK to be a walking red flag because he’s hot like ???
And those are getting downvoted like hell, lol. That's definitely NOT the general opinion. No matter where I go, I see people being sympathetic towards the bottoms and shitting on the tops. I wouldn't take 1-2 people hating on the uke as something universal.
And that’s the thing, it’s not 1 or 2 people, it’s many that keep commenting and treating ukes like they’re sluts or scum or like they deserve what’s been happening to them even if they’re victims in the story. To continue using Jinx as an example, now is when you’re starting to see more people calling out JK’s trash behavior because for the longest time there were many siding with him or if not siding with him totally at the very least either a) excusing his behavior because “hotness redeems trashability” or b) talking shit on Dan. I remember seeing so much hate for Dan and excusing JK’s behavior even when flipping page after page. That’s become such a trend here that many of us have noticed. What better example than this manhwa? Each new chapter reveals the truth about both of the main characters and yet there are many who still insist on calling Sasya a prostitute or slut and discrediting his success to merely “sleeping around” with nobles which is simply false
Hate for toxic semes is a recent thing (but a good thing)... you could only think of newer examples. Junjou Romantica is an older BL and people adore the seme Akihiko despite the fact that he m0lests the uke and blackmails him constantly- ukes have been hated on for ages for being "sluts" or brainless idiots. Going back to Junjou Romantica, while Akihiko was loved, Misaki was hated on because he didn't always return Akihiko's (forceful) affection and wouldn't confess his love to him.
Again, while I see toxic semes like in Jinx or Yours to Claim get more hate than they used to, it still doesn't take away from the fact that ukes in general are still more hated on, even for the most minor things, and semes have to be the literal scum of the earth to get hate comparatively. Taeju from Waterside night still doesn't get much hate even though he r!ped the uke because he's "changed", but Sasya from here gets so much hate for a simple misunderstanding.
BL fans would forgive the most toxic character no matter if they are top or bottom. I remember that one omega in that one omegaverse manga who tried to get someone attacked and raped and everyone was happy to read his side stories forgetting the shit he pulled just because he was pretty. People forgiving toxic characters because they got nice isn't exclusive to tops.
Also, 90% of the top comments are defending Sasya. I probably have to wade through the downvoted comments to find out people hating on him. Seems to me that most people are sympathetic towards Sasya. I can't comment on 90s BL fandoms, but the recent fandom experience definitely doesn't make me feel like there is any double standards towards bottoms than it is for tops.

It’s not 90% of the comments though, never has been, thats way too optimistic. They’re top comments for a reason, because they’ve received the most backlash from Sasha haters which equals to more engagement. And it’s literally only gaining more support towards Sasya now, as in very recently. Even so much as a month back there was page after page of Sasya hate or at the very least saying he’s a prostitute/slut. I, along some of the commenters in this thread, should know because we’ve had to call out the hypocritical comments of those hating on Sasya while doting on Karel’s many faults time after time. Hell, there’s a reason the og commenter said this when they did.
I’m not sure which BLs you’ve been reading that you see such a positive line of comments or if you’ve just started reading BL recently but I assure you there is a rather large amount of double standards towards bottoms vs tops. For every person critiquing a seme’s toxic behavior there’s at least 5 talking shit about the uke, whether it’s saying they’re sluts/whores or that they can’t stand them because they’re idiots.
