The manga is based around brother or twins I'm not sure what they were but I know they were related. One is considered the cute one and the other is just in the way of the ones that want to play with the cute one.
The manga focuses around the not as cute one (even though they look the Same one is just more charming?)
Because of the not as cute brother/twin the guys get jealous and they act like they are going to beat him him up.
The cute twin is actually manipulative and acts timid and helpless because he wants to monopolize his brother.
No sex happens between the twins
The not so cute twin ends up with the student council president (I think or atleast an upper classman) but at first he is just trying to get him out of the way so he can use the cute one. The cute one ends up with a megane I think... but his and the meganes story is a sub plot
I don't think they are twice but they might be. It's not the manga about the twins that have sex that are watched by the seniors. .
The manga starts out with the brothers starting at the boarding school. They have the same haircut I think.
