To briefly explain what's up with Tokinaga: he is someone who can kill IPO, he may or may not be reincarnated, he also may be able to rewind time with his god power, which I do believe is true, and he gets turned on by violence and gore, which disgusts him, yet he indulges on it because he doesn't believe in therapy I guess. we don't know what those bird toes coming from his eye are all about, but I would assume it is the manifestation of his god powers, since for me, it is very unlikely that he would be a vessel like Waka and Obikawa/Minami
