I don't agree, I don't think he likes them like that at all even when they are adults. Or as "kids".
I think at least it was referring to how you can't tell kids, "no" "stop" or hit them when they do something wrong because childern are "innocent" and they can't possibly mean what they do.
Or he feels like they can do whatever they want with him just because when they were little they weren't scared of him and didn't reject him and run away because of his scar, so he feels like he can't reject them.
If he wanted to be a pedophile he would of let that brown haired dude do whatever to him when he was a kid.
I think the drugs mixed with the thought of the fact he can't muster up to actually reject them because they were the only ones with him all that time and their first incounter of them not rejecting them as kids is the reason for that "flashback" and blush.
