1.) Wrong, that was the national minimum. Every prefecture had it set from 16-18 before the national minimum was changed.
2.) That is for relationships between minors. A grown adult 20+ should not engage in intercourse with a minor no matter what.
3.) Even if that WAS the age of consent, the law is not always up to par with morality. The definition of pedophilia would not change even if it was legal. He should not have a relationship with a child, he is not equal with that child.
Morality has alot of factors to it. Just when you read Japanese manga this stuff pops up. Maybe I've just read too much manga. Countries view things under their own lens. Not saying its morally right or not thats up to you. Some Countries view the LGBT community as morally wrong. If its not illegal in its origin country then just don't read it.
