Why can't i create a topic under a manga?

As far as I know, you can't do it on the title page.

>Go to latest chapter
>Hit next chapter button
>Should lead to page that starts with "To be continue..."
>Scroll down and you will see other user's topics
>Scroll all the way to the bottom and you will see the text box where you can make your own
