I get it, it's a complicated situation. The characters don't know what to do, they just can't make up their minds. But the real problem is the author. They really don't know what they're doing and they seem to have no idea where the story is going... And that is why, folks, we as readers feel like we're left in a boat on the sea and we don't have a compass.

I think part of the problem in this case is serialization. In the manga industry there's a push to always put out chapters if something is popular enough and stop when it stops being popular. So authors start out strong with a solid story in mind, but as they get pressured to keep the story going, they lose the opportunity to end it in a concise and satisfying way and just petter out at the end.
