No, she's evil. All she thinks about is what she wants, even if it means torturing others. She manipulated everyone--the bullies, Nana, Himari. She caused pain, confusion, factions, and the whole time making Nana's school life a living hell. That's evil in my book. Imagine she did it to YOU. You are the one she's lying to, manipulating and scheming, causing to be an outcast, causing rumors, isolating, threatening. Now, do you think she's evil? She's doing all this on purpose. Imagine it's a guy doing it. A stalker guy. Same difference.
Oh, and she caused Himari to fall and was going to push her down the stairs when Nana stopped her, terrified. Imagine a guy doing it. Imagine someone about to push you down the stairs. Still think that's not evil?
No, I disagree. Yuyu is manipulating the bulling girls as well, she gave them the openings and info to bully Nana. She's a Yandere. She loves Nana but she wants her only for herself and once she tried to break away she just went full psycho and decided a hurting Nana is better. (If I can't have you nobody can, style.)
