I think the Emperor is the same as him when he was young, there was a flashback of when he was looked down upon by his father for being stupid. Luckily. Perez is not like him, since, when he sees Perez it reminded him of the previous Emperor.
Is he that stupid that he couldn’t even prepare for a meeting and just wanted “ cheat codes” ? He’s definitely stupid for not being threatened after how the 2nd prince proved himself easily in his first royal meeting. Plain dumb.
