Can someone explain to me, why does she only exist in the 17th loop?

Idk for sure but my guess is the same as why ORV starts at the 3rd loop. Because the 17th is when the novel she read started, is what I assume. Also MC can't go back in time (or can she with her new tool) though I think her tool overrides protagonists', so she'll probably be able to repeat the 17th iteration until she runs out of saves on that floppy disk.
