He didn't want the Emperor to remarry her bc of her father, bc he believes she's acting on behalf of her father.
He still believes that?? Even after talking with her several times??
Later I think it's more that Emperor starts to change and woo/reflects on his treatment of her. Unfortunately he had tunnel vision bc he had to focus on keeping the nobles in check that were against him coming into power (her dad definitely doing what he can to undermine and kill him too w/o success til now )
