It's not like he was mean, but bc we can see his thoughts he looks like a total jerk, always thinking and looking at girls (and those two guys) chests, and being total superficial with the "I want to date any girl with big boobs!". That's why we feel bad for Onizuka and hope that the mc falls in love and stop being a harasser...
