You've learned some of what your school teaches though. He's learned nothing despite being 18 because he's skipped every day of school since he was like 5. He should know this stuff as it's basic education for him, just like you can add and subtract.
What's ironic is that his teachers are spoon feeding him the education he needs. He would have known every political issue that would be advantageous to him (and disadvantageous too) but, instead, he's riding on his over inflated ego to dictate his actions. The Empress is ambitious but her pride renders her an ineffective leader. If she had been stricter with the 1st prince, he'd be a bit competent. But, nah. Teaching him that the world is his and that Angenas was gonna reign above all since he was young does not make for a capable heir.
That's a good point, part of why he could choose to be so useless is because his mom encouraged him to be a failure
