Its somewhere between when jin got kidnapped and escaping to went back to the island, so its not the present time yet since jin hasnt found him laying on the bed (dead or high whatever it is) and this will continue till the next few chapters so the timeline wont connect yet till then

Waitttt it's the opposite lol. Timline-wise it goes like this
Jin's in hell daycare -> Jin meets Charin -> They grow up Charin ruins everything and gets addicted to the drug (this is the scene where Jin saw him lying on the bed. ) -> Jin after their gang deteriorates Jin goes Westbound to get rid of the drugs they have left -> He gets caught and taken to the security place -> Escapes the security place and current time is him looking for Charin. The scene with Charin and Green guy is also current time.

Yea it's been flashing in and out of present time. What's present time has been Jin goes to security jail, escaping the security jail, the scene where he sees the guy killed on screen and the boat scene + after. The newest chapter is also present time.
