There’s this thing called awakening, and when that happens they can’t control their power, and any civilian within that range will die. There’s another manga titled profundis and when the guy awakend it killed his little sister, literally it melted her sister coz his power was something related to fire, and they can’t do anything about, the government can’t do anything, they can’t go to jail since it’s part of how they developed their powers.
