Hmm, I think Raoul is still focused on his goal, especially since the King is still his target and the gods are still there too. I think it's my fault, let me correct myself. I don't think Raoul is actively trying to destroy the world, he just isn't planning to stop anything. Because a lot of the recent damage wasn’t even caused by him—it was the people's doing. They keep throwing Raoul's name around like he's behind everything, even though he's been busy plotting in hell with his new minions, unaware or at least not caring what happens in the upper world. So, I don't think he's forgotten his goal at all; it's just that he just returned, and now that he's back, he's dealing with a big mess: the royal faction and mages trying to kill him, and those "worshipping" him, using his name to justify their evil deeds. So, I view it as him taking a detour to handle everything in the next chapters, before getting back on track. For context

In the upcoming chapters, Raoul meets his worshippers who are actively raping and slaughtering innocent people, but using his name to justify their actions. He judges them and, if they don’t pass his test, he deals with them. He also starts saving the innocent people being tormented by his "followers." He has the ability to see the color of someone's soul and their evil deeds if they are evil. When he deems them evil, he sends them to hell. The good ones, he puts somewhere safe.
It's crazy! I recommend reading the raws. It might give you more questions than answers, but overall, Raoul is still on track for his revenge. It's just taking some time because people are forcing him into side quests—the evil Raoul worshippers (though not all of them are evil) and the royal mages sacrificing a lot of people to summon something to kill Raoul. So, it’s more accurate to say the people are destroying the world, and Raoul is just allowing it to happen while saving the good people and slowly plotting his true revenge behind the scenes.
Also, these are just my thoughts; he might have changed his revenge, but looking at the chapters and knowing Raoul, he just does what he wants, and it never really makes sense until we get that one chapter that ties everything together. So, I'm sure we'll get that chapter which will help tie in everything later down the line, and then we'll understand better why all this stuff matters to his personal revenge. I pretty sure the brother-in-law probably sold Raoul’s sister or gave her away to the church when they asked.Either he’s the last revenge or maybe second to last. We will have to see.
