The only reason why Roku did that was because of the competition of how loyalty would work better, through emotion or physically. He wasn't expecting Fuji to be in a relationship with him at all because Roku was so focused on the past betrayal. I believe that even though he had fallen for Fuji he was still scared so used that moment as a kind of barrier that didn't hold up very well since it was found out that he was not Haru very soon after.
I believe that moment was used to make their relationship seem stronger. As Fuji told him to never let him go even after he loses faith.
It is a extremely confusing situation but the human brain isn't always thinking on the most lovey dovey side of the track that's some of us wish it would.
