I'm not sure. Maybe because it seems more like obsession than true love? Mangas rarely distinguish the two.
I think Tamaki picked up on what Imagase observed about Kyouchi san: that even though he loves to be loved and sees it as the anchor grounding him he doesn't trust in it because he doesn't think he deserves it. When Kyouchi talks about his ex with Tamaki he mostly complains about how the ex didn't understand and appreciate him or how he felt. From Tamaki's perspective, then, it looks like a one-sided "unrequited" love.
I think it's because no matter what Kyouchi said and done, his love can't get through Imagase. When the other party doesn't even realize the love you have for them, it should be considered as unrequired love,right? That's what make the ending seems like a happy ending for me since they both accept the fact they love and be loved=> the feeling would be mutual right^^

I'm not sure if this is what she had in mind when she said that, but it could be because Ootomo told her Imagase could be gone any time he went back to the apartment, and yet he was okay with that. In a way she saw Ootomo as the one who loved the other more, compared to the other way round. And no matter how many times Imagase slipped away, Ootomo would still accept him back.

My thoughts exactly. As you said, Unrequited love or one-sided love is love that is not openly reciprocated or understood as such by the beloved.
In this case the beloved being Imagase who has stuck a label on Kyouichi of being: indecisive of his own feelings, therefore always going along with the feelings of others.
Imagase lives by this preconception, & is blind to the fact that he had won Kyouichi's heart long ago. Which is why Kyouichi had to be the one to change & rid himself of his indecisive go with the flow character
Can anyone tell why did tamaki say "ur love is unrequited" to kyouichi????
