How do I upload a manga/manhwa that isn't already here?

I only see the "Upload Chapter" button, but what I need to do is add another manga entirely; does anyone know how?

I had checked that bit couldn't find the falg icon mentioned D: Perhaps it's 'cause the sight was updated... but there must me a way! Right?? I mean, scanlating groups do make works appear out of nowhere... I just wonder howww TwT
