Well yes thats true. However it was explained on recent chapter, since Narnia also became one of the 13 crowns, now he and Henry basically in the same rank. So he doesn't see the reason to obey Henry anymore

Who does Narnia think he is to have all this authority as a "representative" of the Border Control!? Isn't Henry the Chief of Police or am I remembering the wrong information!?
