That long haired guy "led" Bai to kill Qing heir and throw MC to Song Zhao's side because #3 knows that MC is Song Zhao's weakness. Song Zhao is Mr. Z's favorite out of all 7. Of course, Song Zhao knows that MC is an undercover cop all along but Song Zhao fell for MC at first sight so he risks all for him, even throwing his turf to Qing in exchange to rescue Bai for MC's condition that MC stays by Song Zhao's side. MC doesn't know that Song Zhao already knows. Now, about orange hair... remember when he interrogates Blue about who sent him? Actually, Blue got brainwashed by #4 (who we will see later) and sent to Orange so that #4 can get rid of Orange. #4 is the one who sent the bomber. #4 knows that Orange and Song Zhao are buddies so in this way, #4 can get rid of Song Zhao & Orange in one go. This way, the fight to mafia's successor gets cut down.

It's called Seduction Against Seduction because when MC seduces Song Zhao, it's the MC who gets seduced in the end (I suppose?). I mean, the MC falls in love with Song and they live happily ever after.
