I felt like that too but in the last released chapter he says something like my dog is cutest dog in the world! >I got mad here until the next page he said 'luckily you were a human' (▰˘◡˘▰)I think the mangaka shows us that he is accapting him as lover by saying that. But well we need more of that ヾ(☆▽☆)
But the what I see is from the extra + afterwords of volume 6, it takes place right after the latest chapter they released... And I just... just can't fucking believe it （￣へ￣）

If you don't know Kachou Fuugetsu volume 6 has just been released in Japan and it seems it's the end of Youmei and Hizuru arc. So here's a little spoiler so that everyone's going nuts just like I am right now:
The line on the obi of volume 6 "I'm gonna hold you, the world's cutest one, my dog". I believe Youmei still hasn't confessed to Hizuru and I doubt he will later :/ On top of that, this is from the afterword: "You readers and Hizuru must be worried about Youmei's thoughts, or if he will cherish Hizuru, but don't worry. Youmei will once again cherish the dog that he brought up, until he dies."
Like what the hell? In the end, Youmei still sees Hizuru as just a dog? And no confession whatsoever? So what's the point of the whole arc? To boost the anticipation towards Kiriya and Zaizen? Because it's obviously worked with me. Arghh, I need time to accept this relationship that I'm not gonna see as "lovers"
