also people in Japan and Korea are considered technically of age until they are 20 years old that is the age that they can do most things it's why that is considered being of age
considering the seme has already graduated while the uke is still in college, they have more than just a 4 yr age gap. no matter if the age they consider adults in Korea is different, it still doesn’t change the fact that he was an adult that initiated stuff with a high schooler ^_^
