From what I understand, it's explaining that Oscar, even if he kills carcel, cannot even take Ines on as an official mistress or lover nonetheless a wife, because widows cannot be mistresses/lovers for royals. So he would essentially just be using her while she would have no status or lover to protect her, and he would still have his wife and status.
Nope I'm wrong he can't take on a mistress if he's unmarried. So basically since Ines is already married he can't marry her even after carcel passes, because royalty can't marry widows. So the only way he can have her is if he takes her as a mistress, which can only happen if he's already married first.
