I think rather than stop the civil war he’s trying to stop the destruction that comes when the neighboring counties attack them. I think he’s just speeding it up to save his family and thin out the “trash/poisonous” nobles in the country

Yep, the civil war is inevitable and he's trying to speed things up so that neither side has time to collude with external enemies.
