I'm 99.999.999% sure this this is due to their differing beauty standards. Japan general puts emphasis on "cute and youthful," while Korea goes for "timeless elegance,"(of course, skewing towards youth as well).
It's hard to be cute AND elegant so their styling diverges - which is reflected in their art work IMO.

The Good Cinderella Heroine has to look childlike & small while the Female Evil Antagonist is depicted as a Mature Taller Lady.
In Korean Rofan Stories, it's often the opposite.
