I personally like that we were reminded of the story’s setting—it’s a post-apocalyptic world.
Some argue that there might be a higher authority than Guwon, but it’s all the same. Guwon is probably the executioner because it’s how he has to maintain order in a post-apocalyptic world with anxious and desperate survivors, especially in cases where supply runs low and death seems so near. Similar to several other post-apocalyptic shows, human nature does take different forms of evolution, including how they create their own rules and systems in their groups to survive.
There will always be some outliers like Teach who’d probably try to change that so I’m excited to see how the story pans out.
