No, an adult would go to jail if they slept with a 13 year old. Each prefecture has their own AoC law so Japan didn’t feel the need their national AoC law. It was still illegal in every prefecture.
Ps in japan the legal age is 16 if the manga is japanese obviously they follow their rules of life (he will be 16 in chapter 4) but then a relationship 18 years and 16 i.e. you have never seen it? but the world must be full but it almost seems like you don't live in this land you always take everything to the extreme you don't want to read it? fine just don't disturb.
