Laxus actually have atifical dragon slaying power. He was not raise or taught by a dragon.
He is what they call the 2nd generation dragon slayer.
For the 1st generation dragon slayers, it consist of Natsu, Rouge, Sting, Gajeel and Cobra/Erik.
