I think Farrel is the kid who Ian and Sol saved (him and his kid brother) back in the beginning when they took out that group who were abducting mana-kids.
Right before Heron/Lorken came to Archaia, Farrel went to the church of Derwin with the other man-kids and met Heron and told him he knew Ian, so Heron decided to use the kid to get Ian back.
