Most of the Numbers already treated each other as Families, Their Camaraderie was that strong. Take 006 and 036 for example their like a Big Brother and a Little Brother. They even have a Silent Rule "To never kill one another." She just doesn't get it, I'm pretty sure and you guys know that too that she doesn't even have that sense of Camaraderie towards the other Numbers. Unless, It's revealed she was actually just lying her Ass Itachi Style.
I think she never held that same camaraderie that the others developed for each other. If what she said is true, she’s the type to only help those who she thinks align with her ideals. Because now when I think about it, even when ijun have flashbacks of her, she always has this look in her face whenever ijun helped one of the numbers during their missions, it’s like a smugness.
She really doesn’t get it, even though 002 acts like he doesn’t like 001 he actually does. They are literally family. Ijin literally changed the way they lived when they still were on that island following instruction from that guy. Ijin is the one who showed them we will not leave anybody behind and he was the one who gave them their freedom. They only wanted to come after Ijin in the beginning because they thought he was the one who killed the other numbers. 002 doesn’t care to be the leader, he just want his little family to always be safe.
