No it wasn't.. It is actually very logical. Incheol is a straight man and hasn't had any sexual experience with a man and was also clearly disgusted with the top machoist tendencies, there's nothing empty about the chapter
facts!
Never said they should‘ve fucked or gone further, of that‘s what you mean. The chapter in general felt empty in terms of their relationship. No in depth monologues (or similar) that I would‘ve expected, especially after that cliffhanger from the previous chapter.
The politics is connected to incheol's and that's literally the reason why he's pushed to a corner and we got to know that the rep are manipulating and lying to him. Read!!!
I like slowburns a lot but that was lowkey an overkill. Building up crazy tension in chapter 9 to have quite the let down in chapter 10. Not even internal dialogue or self reflection was present.
