Okay I understand your idea of saying he's still a Black Flag but you got to understand he was raised to be a mafia leader he wasn't raised to be a Loverboy and if you really paid attention while reading the whole story you would see that he changed especially if you notice how the artwork change from the beginning that you read the story to the end. So yeah you can say that he still Black Flag he was never meant to change and the only thing that you can see is how he developed emotionally for the person he loved
i think something changed by the end though not fully. he’s just on his journey of changing for the better or trying to understand what he really feel towards Lee-Won. you can see he is trying to communicate his feelings for once—he’s trying to express himself bit by bit to Lee-Won. maybe some day he’ll change its just that we will never see it; that turning point in Caesar’s life will be witnessed only by the two of them (=・ω・=)

Black flag all the way till the end. No character development, no plot summary, still so many questions. He’s raped, drugged, manipulated, shot, pretty much everything bad that anyone could ever do in a relationship. I honestly only read for the entertainment of it, but I was so close to dropping multiple times. Art is peak but manga deserves a lower rating bc honestly it’s js so unrealistic as well.
