Well it pretty much means
Seme x Uke
The one before the cross is the top (seme) and the one after the cross is the bottom (uke)
For example if it says, Gintoki x Hijikata, it means Gin is the seme and Hikikata the uke.
If it's Hijikata x Gintoki, then Hijikata is the seme and Gin the uke.
Same goes with tags like teacher x student and student x teacher. (Specifying their roles)
but most manga have been tagged incorrectly often leading to confusion.
