If you kill everyone that needs to be killed, it's a revolution. Anything less than that is treason. And this is a world with super powers. The characters JUST got their awakening powers. They aren't revolting against anything right now.
If anything this will be a saga that will be about gaining allies before battle(s).
At least that's how it usually goes when a story starts getting into side characters that have been oppressed.
