I also think they should've dealt better with leaving her there... but they did think she was with her bio father and living a lavish life there... it's one of those I dont agree but understand situations... at least is better than most where she'd be sent there for "causing her mother's death"...
how can they live a child abandon for so long in that tower I don't think the story justifying t the reason for this Action also the brother didn't do nothing to protect his little sister and the father so easy give a child that already love regardless of her unic powers I don't the know the plot is not complete there to put together missing a lot a gaps in the story....
